Randall Jay Heaps

Randall Jay Heaps, 85, passed away Tuesday, February 22, 2022, due to heart failure. Dad was born April 30, 1936, to Orvil and Betsy Heaps. He was born and raised in Smithfield, UT along with his twin brothers and two sisters. He attended North Cache High and Stevens-Henager College and received two associate degrees majoring in Business Administration and Finance. Randall served for the church of Jesus Christ of Latter-day Saints in the Western Canadian Mission which included British Columbia, Alberta and Saskatchewan. Dad also served his country for two years in the United States Armed Forces. He served Layton City for over 18 years as the City Manager/Recorder. He took great pride in his position as the City Manager and was a large part of the development and planning where he truly enjoyed his colleagues. He worked hard and achieved many salesmanship awards while working for Brody Chemical and Chembrite. Randall moved from North Ogden to Layton in 1966 where he resided for the remainder of his life. Dad loved to spend time with family and friends outdoors. If you ever visited Dad on a nice day, you would know where to find him, on his back patio sitting comfortably in his recliner chair watching the sun rise while solving crossword and sudoku puzzles. He would always bring his wonderful sense of humor to any gathering. A good time was had by all whenever dad was around. You could always count on receiving a call from him on your birthday and everyone would be impressed with how he would always remember certain dates. He was loved by many and a piece of him will be imprinted on our hearts forever. Dad was preceded in death by his parents, his infant brother Orvil Scott Heaps and his twin brothers, Lyle and Lynn Heaps. He is survived by his children and their spouses: Kendall (Jill) Heaps, Tamara Ottley, Bryan (Collette) Heaps, and Curtis (Cami) Heaps. He is also survived by his sisters, Rozara (Rudy) Globokar and Charlotte Gailey. Dad is survived by 11 grandchildren and 6 great children. Family only viewing will be held at 11:00 am on Saturday, February 26 at Nelson Funeral Home 162 E 400 N Logan. Dedication of the grave will be held at the Smithfield Cemetery.
